Research chemist Mr. Boucher spent just shy of 30 years in his field before retiring in 1996 from CITGO Petroleum Corporation in Tulsa, Oklahoma. Acquired by the U.S.-based refiner in 1968 when it was known as Cities Services Company, he served as an associate chemist, senior chemist and manager of the instrumental laboratory at its Cranbury, New Jersey, location until 1983. Mr. Boucher then relocated to Tulsa, where he was named senior research chemist. In 1991, he was named coordinator of health and safety, where he remained for the duration of his career. He notably worked for Thiokol Chemical Corporation in Denville, New Jersey, for one year as a section supervisor between 1967 and 1968, shortly after receiving his second bachelor’s degree.
Mr. Boucher’s chemical background allowed him to oversee CITGO’s instrumental laboratory with gas chromatography and infrared x-rays. In fact, he was one of the first individuals to ever work with x-ray diffraction. Becoming involved with hazardous chemicals, however, was a challenge for Mr. Boucher at first because he had no experience with petroleum products when he first joined the organization. During his tenure with CITGO, he also presented at numerous professional conferences and other meetings, as well as workshops, and was an instructor at the Lube School from 1987 to 1990, where he covered such topics as hazardous chemicals, the Environmental Protection Agency and the Toxic Substances Control Act. Furthermore, Mr. Boucher had the opportunity to develop the company’s Material Safety Data Sheet, which required extensive coordination with the company’s industrial hygiene, health and safety departments so that it could be put into video format and distributed to customers.
After serving four years in the U.S. Air Force, where he served to sergeant between 1952 and 1956, Mr. Boucher became a member of his local American Legion. Other community involvement included the role of scoutmaster with the Boy Scouts of America in New Jersey, the role of treasurer for his local homeowners’ association in Oklahoma, and treasurer and president of the Spinning Tops Squire Dance Club and was a member of the Tulsa Mountain Cloggers, the German American Folk Dancers and the Turtle Creek Cloggers. Today, Mr. Boucher is an active volunteer at St. Anne’s Church.
An alumnus of Seton Hall University, Mr. Boucher received a Bachelor of Arts in natural science in 1957 and a Bachelor of Science in chemistry in 1967.
To further enhance his professional career, Mr. Boucher has been a member of several industry-related organizations, including the American Chemical Society, the American College of Toxicology, the New York Academy of Science, the American Society for Testing and Materials and the Chemical Manufacturers Association. He is also an elected fellow of the American Institute of Chemists.
Showcasing his accomplishments, Mr. Boucher received Focus Speakers Program Awards in Tulsa between 1982 and 1984. A celebrated Marquis listee, he has been cited in the first edition of Who’s Who in Science and Engineering. Besides his awards, Mr. Boucher was honored to be invited to join the Environmental Health Association on a trip to China in 1994.
