Mr. Jenks initially obtained a Bachelor of Science in mathematics in 1973 and a Master of Business Administration from Central Michigan University in 1977. Beginning in 1974, he served his country with the United States Army, eventually achieving the rank of major. Mr. Jenks was inspired to enter the military by his father, a World War II veteran, as well as his brother, who was enlisted in the United States Marine Corps.
Mr. Jenks initially contributed as a program manager with the Army Materiel Command from 1974 to 1977 and a maintenance control officer from 1977 to 1978. Commanding a direct-support maintenance company of nearly 125 soldiers from 1978 to 1980, he led his company to exceed many Army maintenance standards. Mr. Jenks’ company was further recognized as the highest-scoring battalion company during annual Inspector General reviews.
As an assistant professor at the University of Wisconsin, Waukesha from 1980 to 1984, Mr. Jenks established the ROTC program on campus and instructed cadets in military leadership and tactics, sponsored 80 cadets at the Army Air Assault Training School and exceeded established goals in recruitment. He was subsequently appointed as an administrative contracting officer with McDonnell Douglas Astronautics from 1984 to 1985, for which he negotiated agreements for change orders, unpriced orders and work requests on 65 Department of Defense and NASA contracts valued at $1.1 billion. Mr. Jenks later managed all aspects of military hardware production with Allied Signal Aerospace from 1985 to 1987.
From 1987 to 1988, Mr. Jenks, as commander of the Army’s European Redistribution Facility, returned over $7 million annually to the Army’s wholesale supply system. As an executive officer from 1998 to 1990, he supervised four staff sections, managed battalion personnel actions, training, security maintenance and supply and led battalion staff to receive the highest possible rating during the Army Readiness and Training Evaluation Program inspection.
During Operation Desert Storm from 1990 to 1991, Mr. Jenks directed his division’s successful participation in terms of materiel readiness and combat logistics, managing a $63 million budget. He personally led fuel convoys through enemy mines, earning a Bronze Star and Meritorious Service Medals. Advancing to become the division chief with the Army Readiness Group from 1991 to 1994, he directed a staff of 20 personnel in support of logistical combat readiness of Army Reserve and National Guard units throughout Pennsylvania and led the state’s 28th Armored Division to meet or exceed its readiness objectives during its logistical evaluation and training exercises. Mr. Jenks later operated as an instructor in Junior ROTC (JROTC) programs in the Cleveland and Akron, Ohio regions from 1995 to 2014.
Mr. Jenks has supported his community as the vice president, secretary and treasurer of the Ohio Council of Chapters with the Military Officers Association of America (MOAA), the president of the Joint Veterans Council of Cuyahoga County, Ohio, a founder and member of the Scholarship Board with the JROTC Scholarship program, the president of the Cleveland chapter of the Association of the United States Army (AUSA) and the president of the Cleveland chapter of the Military Officers Association of America (MOAA). Though he is presently aiding students as a substitute teacher to students in his region, he is eager to provide consultancy services for management and is seeking to embark on a consultancy business with a company being chaired by his next-door neighbor. Mr. Jenks hopes to eventually provide consulting services on management, leadership and team building.
